The second zero is the whole story
American and European roulette look nearly identical and are not. One extra pocket changes the value of every bet on the board:

Both wheels pay a single-number win at 35 to 1. Neither pays 37 to 1, which is what a fair payout on the American wheel would be. That gap between true odds and paid odds is the house edge, and adding a pocket without changing the payout doubles it.

An even-money bet is not an even-money bet. Red comes up 47.4 percent of the time and pays as though it came up half the time, and the 5.3 percent sitting in green is where the difference goes.
